Hebron Housing Services Launches Year-Round Emergency Overflow Shelter

After years of challenges with the seasonal Emergency Overflow Shelter, Hebron Housing Services has developed a plan to operate the shelter on a year-round basis.

Waukesha, June 1, 2025 - The board of the Waukesha Housing Action Coalition (HAC) has approved a plan to expand services at the 1210 Sentry Drive facility, providing year-round shelter services through a partnership with Hebron Housing Services. The initiative will expand shelter capacity in Waukesha by adding 13 individual beds and one spacious room for a large family.

Paul Farrow, Waukesha County Executive, approves the plan, stating, “I’d like to commend Hebron Housing Services and HAC for their efforts to ensure that every person in need within our community finds not just shelter, but also hope and support. Year-round shelter services not only strengthen our social safety net but also reflect our shared commitment to uplift the most vulnerable among us.”

HAC, the recorded owner of Waukesha’s Emergency Overflow Shelter, is required to provide emergency shelter services by government grant stipulations tied to the building. This past winter, the Emergency Overflow Shelter was damaged after two separate incidents involving the sprinkler system, resulting in significant water damage that delayed its opening and ultimately led to the facility's closure for repairs.

Acknowledging the unique challenges posed by temporary occupancy, the HAC Board determined that year-round use of the building would be most beneficial. Brad Haas, President of HAC, reached out to community service providers for input regarding the building's future.

While several suggestions were received, only one pertained to shelter services. Hebron Housing Services offered to shift its shelter operations for single men and women to the Emergency Overflow site.

“Hebron’s generous proposal to extend its services at the Emergency Overflow Shelter is immensely appreciated,” remarked Haas. “We are fortunate to have an agency in Waukesha capable of managing the additional operating costs and providing the much-needed shelter services, thanks to their extensive experience in shelter operations.”

The reconfiguration of the shelters enables Hebron to provide 38 beds for single men and women at the Sentry Drive location. Juno House will remain focused on families, offering six year-round family rooms. Additionally, Siena House will extend shelter services to six men who are actively working on their housing stability plans but require extra time to secure permanent housing.

Hebron plans to implement the shelter transition in the second week of June. An official Opening Ceremony is set for June 9 at 3:00 pm. The shelter will be open for tours after the ceremony through 5:00 pm. The community is warmly invited to attend and tour this essential facility that serves Waukesha County.
